Why is the song “Christmastown” not in the musical? It is in the broadway production but not in this one. Is there a way to get licensing for that song?

I see that the show is still restricted but a local theatre has advertised it in their season for December. Did I miss something?
Is Elf the Musical availabke in Canada in 2018.?
I see that in November and December it is playing in Ontario.
I have not received advance notification that is it now available (as I am on the advance notice list)
